The Project Charter provides a preliminary view of the roles and responsibilities of the main actors and defines the authorities of the people involved in the project. This serves as a reference for the future of the project and for communicating the purpose of the project to the various stakeholders. The creation and approval of the Project Charter by the Board of Directors marks the official start of the project and gives authority for the use of resources in project activities. This is a beginning/kick-off document for project implementation which defines, among other things: i) the scope, the duration and the costs, ii) the analysis of the stakeholders, iii) the governability structure and iv) the team managing the project.
